With a professional background that includes communications and public affairs, teaching and international trade development, Garza is well positioned for responsibilities that include economic development strategy and workforce policy and program development in Orange County. Prior to joining the Business Council, he was the Director of Economic Development for Rancho Santiago Community College District, and was a key player in initiating the Digital Media Incubator there. Garza has a BA and MA from Cal-State Fullerton. He has worked and consulted in India, El Salvador, Mexico, Oman and Saudi Arabia.

Frank Singer, Co-Founder & Past President
Tech Coast Angels

Frank Singer is regarded in Southern California as an investor in the know. He holds several patents and has held executive positions at companies like Honeywell, General Dynamics, Becton Dickinson and Microdot. In 1986, he was awarded the first Entrepreneur of the Year award in Orange County for pioneering a joint venture in the Peoples Republic of China. In addition to his involvement with the Tech Coast Angels, Singer chairs the Government Affairs Committee of the American Electronics Association, and has published a book on business valuation. He has a BSME from Purdue and an MBA from the University of South Florida.

Thomas Mance, PhD, Founder, Manx & Associates, Inc.
Cofounder of The Lammas Group.

Thomas Mance established Manx & Associates in 2001 to serve as a conduit for individual experts, consultants and funding opportunities. The management services provide resources for newly funded start-ups and young, rapidly growing companies. Their focus includes real estate projects, motion pictures, technology and child development, and they work with individual investors and investor groups around the world. Mance has been involved in management consulting since 1986, and was the president of a major hospital in Ohio for the 15 years prior to that. He holds an MBA from Capital University and an MHA from George Washington.

Chip F. Parker, President, Keiretsu Forum
Orange County and San Diego chapters

Keiretsu Forum is a group of angel investors with over 350 members. With several successful start-up companies under his belt Chip brings a unique blend of high tech and traditional business experience to the forefront. As a pioneer of Internet services, Chip co-founded DeltaNet, in 1993, as the first Internet service provider (ISP) based in Southern California. After building DeltaNet into the largest privately held ISP in Southern California he identified key acquisition parties and directed its sale to Concentric Networks International (NYSE 1997).

Dave Powell, Entrepreneur

Over a career of more than 20 years, Dave Powell has worked with both start-ups and established companies, helping them build themselves into profitable businesses. In raising capital, he has worked with most of the large West Coast players as well as a number of East Coast funds. Powell also specializes in developing strategic alliances and partnerships.

Keri DeWitt, President & CEO
Teresis Media Management, Inc.

Keri DeWitt has been instrumental in creating, designing and developing award-winning technology concepts, products and software solutions for some of the largest corporate technology providers in the world. She has worked with companies like EMI Music Distribution, Toshiba America Electronics Corp. and Verisign. As founder of Teresis Media Management, a multi-media, digital workflow, content management service for the entertainment industry, DeWitt will be able to share first hand what it takes to make a start-up successful.

Chip Meyer, Founder and CTO of DataApp
CIO of Los Angeles Dodgers

Chip Meyer is the founder and now serves as CTO of DataApp, a provider of software solutions for the hospitality, meetings, and conventions industries. Through most of 2004, DataApp tried unsuccessfully to raise funding through networking and traditional venture organizations, including LAVA, LARTA, Tech Coast Angels, Pasadena Angels, and a number of Southland VC's. Lately, with a much improved business strategy, sales pipeline, and messaging, DataApp has attracted the attention of several Angel investors, and is expecting over $1M in combined funding and product sales revenues in 2005. Chip is a serial entrepreneur, with four previous businesses, including a computer consulting company that made the Inc 500 in 1998 and was sold in 1999. In his spare time, Chip is also the CIO for the Los Angeles Dodgers.
