Nacional Financiera (Mexican Government Development Bank). Niebla
was appointed by President Reagan to chair the National Council on
Vocational Education, and by President Bush to the Defense Policy
Advisory Board. He has a BSEE from the University of Arizona, a
MSQBA from USC, and is a CCST Fellow (California Council on Science
and Technology).
